Britney Spears welcomes new niece, congratulates sister Jamie Lynn

LOS ANGELES (AP) — Britney Spears has a new niece.
The singer on Thursday tweeted congratulations to her sister, Jamie Lynn Spears, for the birth of her second daughter, Ivey Joan Watson.
