‘‘Tho The Heavens Fall’

Lawyer Ray Olaguer has written eye-opening books that have exposed corrupt practices in high places, like “Fighting Corruption,” “Social Vermin” and “Sinking Into The Mire.”

His latest novel, “‘Tho The Heavens Fall,” subtitled “The Macapagal Boulevard Overpricing Scam,” was recently launched.

Author Olaguer knows whereof he writes. He retired from the Office of the Special Prosecutor (OSP) of the Office of the Ombudsman in 2010.

He aggressively prosecuted cases before the Sandiganbayan, the special antigraft court, for 16 years, during which he became director of the OSP Bureau, which trained prosecutors to win graft cases against high-ranking government officials. Later, he returned to OSP to work on the office of the overall Deputy Ombudsman.

Randy David affirms: “Perhaps there is no better way to illustrate the cultural rootedness of corruption than by employing the narrative form of the novel. Ray Olaguer’s fascinating book is a case study of corruption written like a thriller.”
