Ramon Joseph, 18, is in the custody of the Parañaque police after his arrest along a national highway in Bacoor, Cavite at around 11:30 p.m. Monday, Senior Superintendent Billy Beltran, Parañaque city police chief, said in a phone interview.
Beltran said the suspect was onboard a black Montero SUV accompanied by “some other siblings” when arrested.
